bucharest has unique status in romanian administration, since municipal area not part of county. population, however, larger of other romanian county, hence power of bucharest general municipality (primăria generală), capital s local government body, same other romanian county council.
the city government headed general mayor (primar general). decisions approved , discussed capital s general council (consiliu general) made of 55 elected councilors. furthermore, city divided 6 administrative sectors (sectoare), each of has own 27-seat sectoral council, town hall, , mayor. powers of local government on area are, therefore, shared both bucharest municipality , local sectoral councils little or no overlapping of authority. general rule main capital municipality responsible citywide utilities such water , sewage system, overall transport system, , main boulevards, while sectoral town halls manage contact between individuals , local government, secondary streets , parks maintenance, schools administration, , cleaning services.

each sector governed local mayor, follows: sector 1 – daniel tudorache (psd, since 2016), sector 2 – mihai mugur toader (psd, since 2016), sector 3 – robert negoiță (psd, since 2012), sector 4 – daniel băluță (psd, since 2016), sector 5 – daniel florea (psd, since 2016), sector 6 – gabriel mutu (psd, since 2016).
like other local councils in romania, bucharest sectoral councils, capital s general council, , mayors elected every 4 years population. additionally, bucharest has prefect, appointed romania s national government. prefect not allowed member of political party , role represent national government @ municipal level. prefect acting liaison official facilitating implementation of national development plans , governing programs @ local level. prefect of bucharest (as of 2014) paul nicolae petrovan.
the municipality of bucharest, along surrounding ilfov county, part of bucurești – ilfov development region project, equivalent nuts-ii regions in european union , used both eu , romanian government statistical analysis, , co-ordinate regional development projects , manage funds eu. bucharest-ilfov development region not, however, administrative entity yet.

bucharest s judicial system similar of romanian counties. each of 6 sectors has own local first-instance court (judecătorie), while more serious cases directed bucharest tribunal (tribunalul bucureşti), city s municipal court. bucharest court of appeal (curtea de apel bucureşti) judges appeals against decisions taken first-instance courts , tribunals in bucharest , in 5 surrounding counties (teleorman, ialomița, giurgiu, călărași, , ilfov). bucharest home romania s supreme court, high court of cassation , justice, constitutional court of romania.
bucharest has municipal police force, bucharest police (poliția bucurești), responsible policing crime within whole city, , operates number of divisions. bucharest police headquartered on Ștefan cel mare blvd. in city centre, , @ precincts throughout city. 2004 onwards, each sector city hall has under administration community police force (poliția comunitară), dealing local community issues. bucharest houses general inspectorates of gendarmerie , national police.
crime
bucharest s crime rate rather low in comparison other european capital cities, number of total offenses declining 51% between 2000 , 2004, , 7% between 2012 , 2013. violent crime rate in bucharest remains low, 11 murders , 983 other violent offenses taking place in 2007. although violent crimes fell 13% in 2013 compared 2012, 19 murders (18 of suspects arrested) recorded.
although in 2000s, number of police crackdowns on organized crime gangs occurred, such cămătaru clan, organized crime has little impact on public life. petty crime, however, more common, particularly in form of pickpocketing, occurs on city s public transport network. confidence tricks common in 1990s, in regards tourists, frequency of these incidents has since declined. however, in general, theft reduced 13.6% in 2013 compared 2012. levels of crime higher in southern districts of city, particularly in ferentari, socially disadvantaged area.
although presence of street children problem in bucharest in 1990s, numbers have declined in recent years, lying @ or below average of major european capital cities. documentary called children underground depicted life of romanian street kids in 2001. estimated 1,000 street children still inhabit city, of whom engage in petty crime , begging.
