as carole mcclellan, served on board of trustees of austin independent school district (which doubled board of trustees of austin community college) 1972 1977. served president of both boards 1976 1977. elected mayor of austin in 1977 , held post until 1983. in 1983, governor mark white appointed rylander state board of insurance, served until resigning in 1986 challenge unsuccessfully veteran democratic congressman, j. j. pickle of austin, longtime friend , political ally of lyndon b. johnson.


as carole keeton rylander, won election texas railroad commission in 1994 beating democratic incumbent mary scott nabers, ann w. richards appointee, 300,000 votes. panel regulates production of oil , natural gas (but no longer has authority on railroads). served commission chairman november 1995 january 1997, , june 1998 january 1999.
