alberta
alberta identifies e-bikes power bicycles , consistent federal definition of power-assisted bicycle in mvsr crc, c 1038 s 2. motor output must not exceed 500 w (0.671 hp) , e-bikes cannot travel faster 32 km/h (20 mph). operable pedals required. no driver s license, vehicle insurance, or vehicle registration required. operators must 12 years of age or older. operators required wear motorcycle helmet meeting standards set in ar 122/2009 s 112(2). passenger permitted if e-bike equipped seat designated passenger.
british columbia
an e-bike identified motor assisted cycle (mac) in british columbia, differs electric mopeds , scooters, limited-speed motorcycles. motor assisted cycles must: have electric motor of no more 500 w; have operable pedals; not capable of propelling device @ speed greater 32 km/hr [19.9 mph]. engine must disengage when (a) operator stops pedaling, (b) accelerator controller released, or (c) brake applied. driver s license, vehicle registration, , insurance not required. bike helmet must worn.
e-bikes in british columbia must comply standards outlined in motor assisted cycle regulation, bc reg 151/2002.
ontario
ontario 1 of last provinces in canada move toward legalizing power-assisted bicycles (pabs) use on roads, though have been federally defined , legal in canada since 2001. in november 2005, bill 169 received royal assent allowing ministry of transportation of ontario (mto) place vehicle on road. on october 4, 2006, minister of transportation ontario donna cansfield announced pilot project allowing pabs meet federal standards definition operation on road. pab riders must follow rules , regulations of regular bicycles, wear approved bicycle helmet , @ least 16 years or older. there still number of legal considerations operating bicycle in ontario.
on october 5, 2009, ontario brought in new safety requirements electric bikes. e-bikes, can reach speed of 32 kilometres per hour, allowed share road cars, pedestrians , other traffic throughout province. new rules limit maximum weight of e-bike 120 kilograms, require maximum braking distance of 9 metres , prohibit modifications bike s motor create speeds greater 32 kilometres per hour. also, riders must @ least 16 years of age, wear approved bicycle or motorcycle helmets , follow same traffic laws bicyclists. municipalities able decide e-bikes may used on streets, bike lanes , trails. e-bikes not permitted on 400-series highways, expressways or other areas bicycles not allowed. riding e-bike under age of 16 or riding e-bike without approved helmet carries fines ranging $60 $500. other traffic offences, e-bike riders subject same penalties cyclists.
manitoba
in manitoba electric bikes can classified scooter or moped/mobility vehicle depending on power of engine used , top speed. if engine on electric bike less 50cc , cannot exceed 50 km per hour rider not required have motorcycle licence or specific training. electric bikes can driven class 5 driver s licence in stage of graduated licensing process. class 5 learners licence requires 1 age 16 (parents consent if under 18) , visit licensing office pass vision test , written knowledge test rules of road , traffic signs.

the registrar permit electric motor driven cycle registered if meets canada motor vehicle safety standards (cmvss) limited speed motorcycle, or scooter done gas powered motor driven cycles. if vehicle manufactured after 1988 bear compliance label stating meets these standards. operator subject requirements placed on operators of motor driven cycles.

it important note if vehicle has electric motor greater 500 watts , capable of powering vehicle when traveling @ speed greater 32 km/h , not have cmvss compliance label cannot registered unless owner can prove, having vehicle certified engineer, safe operation on nb highways. also, not vehicles suitable operation on nb highways , vehicle in question may not motor driven cycle or bicycle , cannot operated on highway @ all.
power assisted bicycle label:
manufacturers of e-bikes must permanently affix label, in conspicuous location, stating in both official languages vehicle power-assisted bicycle defined in regulations under federal motor vehicle safety act. homemade e-bikes not have label.
note 1: previous version of policy had section on needing bike or bike style frame never defined were. has been dropped , no longer part of new policy.
note 2: top speed of bike if propelled human power posted speed limit, motor allowed , keep @ 32 km/hr. if posted limit under 32 posted limit limit allowed.
