finland
a bicycle can have 250 w electric motor providing top speed limited 25 km/h. motor can assist, rather replace pedalling. 250-1000 w electric motors can used, proper insurance.
norway
in norway, e-bikes classified ordinary bicycles, according vehicle regulation (kjøretøyforskriften) § 4-1, 5g. hence, e-bikes not registered in vehicle registry, , there no demand license drive them. still, there constraints on bicycle construction. maximum nominal motor power output can no more 250 watts , maximum performance speed of vehicle when engine running 25 km per hour (15 mph). function reduces motor power when vehicle speed exceeds 25 km per hour mandatory. however, if motor not running, e-bike, or other bike, answer constraints of ordinary speed limits.
being member of european economic area (eea), norway implemented european union directive 2002/24/ec. directive defined legal ebikes eu , eea countries cycle pedal assistance equipped auxiliary electric motor having maximum continuous rated power of 0.25 kw, of output progressively reduced , cut off vehicle reaches speed of 25 km/h or if cyclist stops pedaling. definition became part of norwegian vehicle legislation in 2003. more detailed specification become effective when new european ebike product safety standard en 15194 published in 2009.

switzerland (not in eu) has led way on speed e-bikes in europe, liberalizing standards , allowing easier process of obtaining license use 45 km/h ebikes alternative common 25 km/h pedelecs found in eu.

united kingdom
european union definition applicable

riders must @ least 14 years of age, no driving licence required.
note: electrically assisted pedal cycle regulations 1983 applies great britain. northern ireland, under devolved power, remains under 1983 law. no attempt has been made introduce compliance european union directive 2002/24/ec northern ireland assembly.
