to overcome factions undermined efforts advance reforms required country, teymourtash established political party named iran-e ( new iran ) in attempt introduce discipline iran s chaotic parliament. such effort received approval of reza shah , welcomed deputies recognized need more systematic approach legislative process. however, after being established in 1927 iran-now party encountered resistance rival politicians cultivated support of mullahs , other reactionary elements form competing zidd-i ajnabiha ( anti-foreign ) party. apart directly attacking iran-now party s secular tendencies, zidd-i ajnabiha group mobilized support attacking legal reforms being initiated ali akbar davar, , challenged newly initiated conscription law.
