i following acts of congress , proclamation president published information , government of concerned:


an act provide temporarily increasing military establishment of united states in time of war, , other purposes.


be enacted senate , house of representatives of united states of america in congress assembled, able-bodied male citizens of united states, , persons of foreign birth shall have declared intention become citizens of united states under , in pursuance of laws thereof, between ages of eighteen , forty-five years, hereby declared constitute national forces, and, such exceptions , under such conditions may prescribed law, shall liable perform military duty in service of united states.


sec. 2. organized , active land forces of united states shall consist of army of united states , of militia of several states when called service of united states: provided, in time of war: army shall consist of 2 branches shall designated, respectively, regular army , volunteer army of united states.


the law provided presidential call two-year volunteers, quotas apportioned among states according population, , militia units volunteering body had accepted units volunteer army.
