the final document classified areas west of fort mason tunnel having inadequate regional transit access...limited transportation options transit-dependent residents...[and] infrastructure constraints impacting effectiveness , operations of fort mason center; feir named double-tracked extension along beach street, jog north aquatic park, across van ness avenue single-tracked service through retrofitted fort mason tunnel terminus on marina boulevard preferred alternative .
